Analytical Investigative Techniques Overview

This course is designed to teach very basic investigative analysis techniques using drug-related data. The classroom presentation will include instruction on techniques used in the investigative analysis of a narcotics case. By the completion of the course, you will understand the processes and techniques used by analysts for investigations. You will also be able to analyze and summarize case data in a clear, concise and graphical format. This course is designed for law enforcement personnel with NO analytical experience who wish to learn and understand basic investigative analytical techniques.

Asymmetric Threat Recognition

This class gives the Narcotics Officer the tools to recognize, assess and take proper precautions when faced with the possibility of a Booby trap, IED and/or the precursors, compounds and equipment needed to produce and activate these devices. This course is designed to increase Officer Safety when dealing with this increasing threat.

This course is designed to provide first responders with the knowledge to recognize and survive a clandestine lab encounter. This course also addresses the many facets of methamphetamine history, effects and new trends in production. Courtroom Testimony

This course will focus on training drug officers to articulate facts in a courtroom or deposition setting in a professional and accurate manner as a means to successful prosecution. Topics of the course will encompass documentation; pre-trial meetings, depositions, and preliminary hearings; types of court cases; types of examination; courtroom demeanor and attire; testifying; defense tactics in the courtroom; witness credibility; experience documentation, and a mock trial practical exercise using counterdrug scenarios.

Current Drug Trends -- also available online

The goal of this course is to present an in-depth look at the identification of various controlled and non-controlled substances and their associated paraphernalia that sworn law enforcement officers will likely encounter in their duties. Investigators receive hands-on training in the identification of narcotics and other dangerous drugs and paraphernalia which they will likely encounter in their law enforcement duties. Topics include: scheduling and classification, appearance, physiological and psychological effects, methods of ingestion, possible medicinal and/or cultural uses, slang terminology, weights and diluents, cultivation and production, and clandestine laboratories.

Domestic Drug Interdiction

This program provides classroom presentations and scenario-based training in the interception of narcotics. It outlines programs and techniques utilized to assist narcotic officers in developing partnerships with the business community in identifying violators who use legitimate businesses to facilitate narcotic trafficking. The course will outline comprehensive investigative techniques to identify behavior and conduct of the drug violator in various key settings, to include: hotels/motels, airports, commercial bus stations, parcel/package businesses, storage facilities, rental car agencies and train stations. The program also provides instruction in knock and talks, currency seizures, stash houses, and the role of the narcotic canine. Off-site practical exercises will be used to reinforce these investigative techniques. In addition, it will provide legal foundation for the techniques, to include constitutional procedure, search and seizure, and Fourth Amendment issues.

Drug Training for Investigators

This all-encompassing counterdrug course allows participants to obtain the skills necessary to work within a multijurisdictional counterdrug task force, and through its resources, bring a drug trafficking case to prosecution. The Drug Training for Investigators training program introduces the skills required to initiate and bring to prosecution a drug trafficking case while assigned to a narcotics unit. The program begins with classroom lectures which provide the knowledge necessary to develop an investigation. As the course proceeds, a simulated scenario provides investigative leads for the participants. Scenario events will include informant interviews, undercover operations, foot and vehicle surveillance, raid and arrest practical exercises, and search warrant and courtroom preparation. The course also identifies the various military and civil support capabilities available to law enforcement. Drug Training for Investigators is an introductory course intended for law enforcement new to narcotics investigations. Since this is an introductory course the topics presented only cover basic concepts.

Highway Vehicle Stops and the Drug Trafficker -- also available online

This course will provide instruction to law enforcement officers on highway traffic stops of suspected drug couriers and users. It is the goal of this course to provide these techniques to lead to the safe discovery of illegal contraband and ultimately, a successful prosecution. This course will include practical exercises for interviewing techniques and vehicle searches on cars, small trucks and commercial tractor trailers.

International Money Laundering Investigations -- also available online

This course will give the investigator/agent the ability to recognize potential money laundering violations, both international and domestic, while investigating narcotics related violations. The course introduces the concepts surrounding money laundering violations with an emphasis on “off shore” schemes, and provides a historical summary of the statutes, from cash reporting through the most current amendments to the federal money laundering statutes. The course will cover the elements of proof needed to charge money laundering and currency reporting violations in both domestic and international cases. The course also deals with the sources of information available to the investigator emphasizing the techniques needed to obtain legally admissible evidence from foreign countries. In addition, the analyst or investigator will learn how to prove the amount of illegal income. Lastly, the participants will be introduced to “exotic” international money laundering schemes as well as ones that are utilizing some of the latest technology.

Introduction to the PRC-152 Radio

Narcotics Officers are faced with communication coverage gaps within local networks, this problem is even more evident in rural or austere locations where communication is imperative, and officers often have to rely on radios for push-to talk capability. This class gives the Narcotics Officer the tools to operate, maintain, and plan long range communications in austere locations using the PRC-152 Harris Radio.

This course gives the Narcotics Officer the tools to read maps, use a compass and a global positioning system (GPS), and introduces navigation techniques. Pharmaceutical Drug Investigations

Diverting Pharmaceutical drugs from their prescribed and appropriate use is a major problem not only to our law enforcement but also to our health care professionals. The goal of this course is to present an in-depth overview of various prescription substances, review their symptomatology, learn CSA & Drug Scheduling, and discuss diversion techniques which sworn law enforcement officers will likely encounter in their duties. Methods of diversion such as prescription forgery, doctor shopping, faking illness and injuries, nursing home drug diversion, internet pharmacies, and “gray market” pharmacies will be discussed. SCoRE - Secret Compartment Recognition Education

This course will provide law enforcement officers with the crucial knowledge to make informed, effective, and coordinated commercial vehicle searches for the purpose of detecting hidden compartments used to transport illegal narcotics and related contraband. Officers will learn the role that commercial vehicles play in smuggling throughout the country, as well as the techniques and strategies to find these hidden compartments during traffic encounters. This class will emphasize hands on scenarios using commercial vehicles.

Supervising Counterdrug Operations -- also available online

This course is designed for law enforcement officers who are drug unit commanders or supervisors of drug investigation initiatives. The primary focus of this course is to provide the basic knowledge and skills necessary to develop an increased appreciation of managerial resources used in counterdrug operations and an understanding of how to select, train and lead officers conducting counterdrug missions. Task force organization and management, the restrictions upon task force operations, selection and training of personnel, and related risk assessment and mitigation are highlighted. Presentations are enhanced via several simulations, practical exercises, and an open forum that allows for interactions designed to expose real-life situations.

This course is designed to provide executive-level law enforcement managers with insight into critical issues of counterdrug operations. Attendance should be limited to command-level executive positions (e.g., chief, sheriff, director, task force board members). The attendee will learn management practices that will ensure a stable command and control attitude of first line and middle managers for counterdrug task force operations.

This course will provide students with an understanding of the principles of basic surveillance techniques as they apply to the different types of surveillance performed by narcotic officers. During this presentation, the students will become acquainted with the various types and methods of surveillance, the purposes for conducting surveillance, the preparation of surveillance equipment, and the proper execution and documentation of surveillance operations. In the demonstration of basic surveillance techniques, the students will be shown how to apply the various principles discussed in class to actual surveillance situations, including a night time surveillance, via practical exercises and scenarios.

This is an intensive “tactical” applications course designed for the explicit purpose of officer safety for those officers involved in high-risk encounters with subjects implicated in drug and other investigations. The training is relevant for federal, state and local drug task forces, narcotics squads, officers who encounter drug violators in their patrol duties, and teams investigating and executing arrest warrants for subjects involved in drug trafficking and violent crimes. The training is offered at two locations: Camp Blanding, Florida, and the Georgia Public Safety Training Center in Forsyth, Georgia. These sites provide the necessary facilities for the intensive hands-on and scenario-based training used throughout this class. High-impact learning is aided by Simunitions-equipped weapons for tracking operational skills and student survival behaviors. Exercises develop skills of rules of engagement relevant for traditional police activities and military-law enforcement.

Undercover Operations

This course will provide curriculum regarding drug interception investigative techniques in an undercover setting for narcotic investigators in the field. The course discusses multijurisdictional standards and techniques utilized by investigators in undercover counterdrug operations. The attendee learns the skills utilized in advanced undercover roles while performing multijurisdictional task force operations. Included are the complexities of the selection process for undercover agents, the various roles and responsibilities of undercover operation team members, planning an undercover operation, long range undercover operations requiring the officer to function outside of an officer’s immediate jurisdiction, undercover intelligence, basic surveillance techniques, the use and management of informants, the undercover operation process, flash roll management, undercover roles in “reverse” undercover settings, special concerns for women in undercover operations, dangers of undercover operations, psychological concerns for the undercover agent, and undercover operation risk management.
