Counter Transnational Organized Crime (CTOC)
Individuals who operate transnationally and illegally for the purpose of obtaining power, influence, monetary, and/or commercial gains. These criminals protect their activities via corruption and/or violence through and organizational structure and the exploitation of commerce or communication mechanisms.
Training
CTOC is among the most critical of the nation’s current strategic objectives.
MCTFT is charged as the lead training center for the provision of specialized CTOC training on a wide range of subjects.
MCTFT prides itself on providing professional and cost-effective training to our customers. Our courses are taught by experienced and nationally-recognized subject matter experts. Description: This course provides law enforcement and military with an overview of Executive Order 13581, the threats Transnational Criminal Organizations (TCOs) pose to National Security and citizen safety, and provide an understanding of how EO 13581 relates to Priority Objectives. The course will provide the history, origins and definition of Transnational Organized Crime (TOC) as well as emphasizing the significance of EO 13581 and related strategies in relation to the threat posed by modern TCOs.

Illicit Trade
Description: This course will serve as an overview of the criminal phenomenon of trafficking as it relates to the transfer, sale, and exploitation of materials, products, narcotics, and humans.

Human Trafficking
Description: This course covers trafficking as a means of profit for illicit organizations using trafficking-in-persons (TIP). This course explores the push and pull factors contributing to human trafficking as well as the participants and phases of human trafficking. The course also examines means of control such as narcotics, addiction, violence, and dependence.

Narcotics Trafficking
Description: In this course, students will explore the trafficking of inanimate objects using narcotics as our example commodity. To fully understand the illicit trafficking market it is essential to understand the narcotics market and how it works to diversify the portfolio of cartels and other Transnational Criminal Organizations (TCOs).

Crime Terror Nexus
Description: There is no globally recognized definition of either organized crime or terrorism therefore it is difficult to define the nexus. This course is designed to identify the point at which these two types of activities converge. This course informs students of what qualifies as a Transnational Criminal Organization (TCO) versus what qualifies as a terrorist organization. This course explores the connection of terror groups and TCOs and their narcotics trafficking goals.

Narco-terrorism
Description: This course focuses on the creation, development, motivations and organization of some of the world’s most dangerous criminal organizations and narcotics traffickers with intent to commit terror acts. The course specifically addresses drug trafficking and extremist organizations involved in acts of terror to further their end-state.

Description: This module explores in depth the international crime syndicate known collectively as Yakuza. The course covers the organizations unique history, social ties, corruption, struggles in a world of globalization and Westphalian ideals of justice and human rights, along with internal struggles for survival and power.

Introduction to Money Laundering

Illicit Organization Structures
Description: This course identifies the seemingly legitimate trade of illicit goods and services and tactics, techniques, and procedures of high-end Transnational Criminal Organization leadership. Criminal networks use low-level low visibility narcotics and illicit product dealers to carry out ground-level operations around the world to conceal their larger intents and organizations. Students are instructed on the indicators and effects of how facilitators can be both witting and unwitting to the support provided to the networks.

Description: This course is designed to introduce the learner to the Organized Crime Penetration Model, criminal organization’s use of corruption, the RICO Act, conspiracies, and various case studies regarding TCO’s success in infiltrating government entities.

Mission Planning and Operation Order For Narcotics Officers
Description: This course provides students with the Army’s Troop Leading Procedures and Operations Order adapted to the law enforcement environment. These learning objectives ensure they consider all aspects of planning for operations to include eradication operations and narcotic warrant service. This course utilizes the comprehensive knowledge of our military instructors trained in their various military occupations specialties.
