Clandestine Laboratory Evidence Collection

Clandestine Laboratory Evidence Collection
This course is designed to provide applications of clandestine laboratory evidence collection for those personnel who have completed the certification requirements set by the Occupational Safety and Health Administration as outlined in OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) and EPA 40 CFR 311.

Mandatory Prerequisite: All students must be Clandestine Laboratory Certified (as outlined in OSHA 1910.120 Hazardous Waste Operations and Emergency Response)

Objectives

  • Discuss issues of operational planning for evidence collection within a clandestine laboratory site.
  • Describe the evidence collection process to include: scene processing, proper collection of chemical evidence, sampling techniques, identification of potential criminal charges, issues of contamination to evidence and submission of evidence to lab(s).

This course will explain the trends of methamphetamine labs around the country, to include discussions of the effects, reported seizures, sources of product and precursors, production methods and chemicals, investigative techniques and legislation.

This course will present an overall perspective of contraband concealment and ethics required when conducting vehicle searches. Specifically, the student will become familiar with current methods being utilized by contraband smuggling organizations to avoid detection from traditional searching techniques.

The purpose of this topic is to identify and intercept drug/money and human traffickers who utilize airlines for the purpose of criminal activity.

Commercial Vehicle Interdiction
This course will provide instruction to law enforcement officers in techniques of roadside interviews and hidden compartment detection to be used in traffic stops of suspected drug couriers and users operating commercial vehicles. It is the goal of this course to provide these techniques to lead to the safe discovery of illegal contraband, and, ultimately, a successful prosecution.

  • Discuss the legal aspects of roadside traffic stops as they pertain to commercial vehicles.
  • Utilize documented traffic stop information in such a way that it can be used in court to justify related investigations.

This topic will outline the characteristics and indicators common to parcels containing illegal contraband. The course outlines methods to assist the narcotic officer in developing partnerships with the mail parcel companies to identify violators who use private carriers and/or the U.S. Mail to facilitate narcotic and currency trafficking. The instruction includes legal foundation and case law issues, management and staff concerns, investigative techniques and safety issues to be concerned with when working parcel interdiction. The course will also detail methods for conducting controlled deliveries of parcels.

The instruction includes legal foundation and case law issues, management and staff concerns, investigative techniques and safety issues in the hotel/motel setting. The instruction includes legal foundation and case law issues, management and staff concerns, investigative techniques and safety issues in the rental car industry setting. The course will also explore the use of rental car personnel as sources of information.

Stash House Interdiction
Drug stash houses and their occupants will exhibit certain traits indicative of a stash house. This topic will provide training to law enforcement who in turn may train many different community sources in recognizing indicators of a drug stash house. This training topic also includes the presentation and discussion of unique investigative techniques once a stash house investigation is initiated.

This topic will outline investigations in the Storage Unit setting. The course outlines methods to assist the narcotics or uniformed officer in developing partnerships with the storage unit industry, to identify violators who use storage units to facilitate narcotic trafficking, asset concealment, meth lab operations and other criminal activity. The instruction includes legal foundation and case law issues, management and staff concerns, investigative techniques and safety issues in the storage unit setting. Truck Stop Interdiction
An outline for the effective implementation of tried and proven investigative techniques and ideas for instituting a truck stop interdiction program will be presented in this course. Investigative methods utilized to assist narcotics or uniformed officers in developing partnerships with the truck stop industry will be discussed. An understanding of the value of this type of partnership will assist law enforcement agencies in identifying drug trafficking organization (DTO’s) who utilize tractor trailers, rental trucks, and passenger vehicles to facilitate narcotic trafficking and other criminal activity. The course includes modules on legal foundations and case law issues, management/staff concerns, investigative techniques, and safety issues of concern at truck stops. The value of utilizing staff and personnel at truck stops as the eyes and ears of law enforcement will also be discussed.

Gang Prosecution Techniques Overview
The course presents an overview of investigative techniques and concepts that have been used to successfully dismantle criminal organizations previously considered unstoppable by traditional law enforcement techniques. Emphasis is placed upon charging all criminal activities committed by members of the organization in one Racketeer Influence and Corrupt Organization Act (RICO) indictment. In conjunction with this, Continuing Criminal Enterprise (CCE) and Hobbs Act elements are discussed as a means to a RICO indictment.

This topic is designed to enhance the Law Enforcement Officer’s training and expertise in recognizing the Outlaw Motorcycle Gangster. This topic is a chronological presentation of major criminal activities by Outlaw Motorcycle Gangsters in the United States from February, 2001 to the present.  Includes narcotic violations, assaults, extortions, bombings, arsons, murders and more.

The influence of criminal street gang members on our prison system and back into our communities is introduced in this course to include methods which can be used to identify, monitor and manage these gang members as a security threat group. This class is recommended for both Law Enforcement and Department of Corrections personnel.

This course is designed to provide law officers with knowledge of the covert methods of communication used by gang members in correctional facilities and in other situations where covert communications are required. The emphasis is on deciphering and code-cracking of confiscated documents. Participants will learn how to look for patterns that help to decode documents and develop an appreciation for the ingenuity of criminals to hide their messages. Symbols, colors, hand signs, and tattoos will also be discussed.

Risk Management in Undercover Operations
Law enforcement professionals inherently take risks. This course is designed to study the risks in all types of operations and develop a strategy to accomplish the mission but minimize danger. The most successful operations are guided by experienced agents who have learned from previous mistakes. Within each operation, there are many functions that must coordinate with each other to assure a successful operation. Things may go wrong during an operation, but how wrong depends on a number of factors, including planning, preparation and execution. Canine Interdiction
The course will introduce several new areas of deployment in canine drug investigations and is designed to enhance the detection skills of the canine team. The program provides information ranging from the selection of handlers and canines to the acquisition and storage of drugs. Also included is a segment concerning legal issues related to canine teams.

Confident Informants – Looking Beyond the Arrest
This block of instruction will focus on follow-up investigations and will teach officers how to better articulate their observations and actions surrounding armed encounters. The course will help officers recognize important aspects pertaining to report writing and the subsequent perpetration needed for successful courtroom testimony. Last and most important, this course will reinforce the importance of being better informed, more observant and cognizant of their own safety and of those around them.

Consensual Encounter Techniques

Consensual Encounter Techniques
This training includes lecture and scenario-based training that will outline the use of consensual encounter techniques. The instruction includes legal foundation and case law issues, safety issues, and the use of plain-clothes and uniform officers. In addition, the program will discuss familiarization of the Fourth Amendment as it relates to search and seizure, determining reasonable suspicion and probable cause based solely upon behavior, recognizing suspicious or criminal behavior, planning a consensual encounter, approaching and talking to a target, specifics of consensual encounters and consent searches as well as the denial by a target, legal documentation, preparation for courtroom testimony and the court’s review of the encounter. Role-playing scenarios are included to allow students to participate in the techniques featured and provide the student with feedback concerning their technique and investigative skills.

The vast majority of criminal court cases involve narcotics arrests. Since these criminal cases are often used to set new case law, having police officers learn how to testify better in court will help result in the formulation of good case law. The goal of this course is to present an overview of the identification of current controlled and non-controlled substances and the associated paraphernalia sworn law enforcement officers will likely encounter in their duties. Topics include: appearance, applicable presumptive tests, physiological and psychological effects, methods of ingestion, possible medicinal and/or cultural uses, slang terminology, weights and diluents, cultivation and production, and clandestine laboratories.
